After ignoring Kingston in 2006 and then branding the borough a flaccid penis last year, Time Out magazine has agreed to include the borough in its new guide. There was outrage when the Royal borough was snubbed in the 2006 edition of the guide, and the situation only got worse when Time Out ran an insubstantial 10-point guide to the area in June of last year. The piece offered an unsavoury explanation as to why Kingston had been left out, stating: "Time Out did a Bobbitt and cut the flaccid penis that is the Royal Borough of Kingston upon Thames off the map of the capital." .
Gordon Brown's Black Wednesday
There can be no more doubt. Northern Rock is Gordon Brown's Black Wednesday. The Prime Minister, like John Major before him, remains in office, but he is no longer in power. The mini-Budget in October, with its misconceived plagiarism of Tory tax policies, marked the beginning of the end, when Mr Brown handed over his hard-won economic credibility to David Cameron and George Osborne. But yesterday's statement on Northern Rock represented an even more astonishing - and shocking - derogation of power: Mr Brown handed over the keys to the Treasury to Sir Richard Branson and Goldman Sachs, destroying in the process the entire economic and political framework that he created as Chancellor in 1997. With Britain's foreign policy still firmly in the hands of the White House and European policy managed from Brussels, it is hard to see why Mr Brown bothers to turn up to work.
More than 50 arrested in separate incidents prior to UEFA Cup matches
LONDON (AP) -More than 50 people were arrested in separate incidents of fan violence prior to UEFA Cup matches in Austria and the Netherlands on Thursday. At least 13 were arrested when about 150 Rapid Vienna and Anderlecht fans clashed at the Westbahnhof train station in Vienna. No injuries were immediately reported, but police said brawling fans blocked two tramway lines and that broken glass was strewn across one of Vienna's main shopping avenues. Police said witnesses reported seeing some fans vandalize small outdoor drinking establishments and smash car mirrors. Rowdy groups of 20-30 bare-chested fans were seen drinking beer Thursday morning, and there was a heavy police presence around Hanappi Stadium. Police said fans of the two rivals had clashed last month in Belgium, and that hooligans were expected to stage a rematch in Vienna.

State agencies feel chill from Jindal’s hiring freeze
State agencies from health care to higher education are seeking relief from Gov. Bobby Jindal’s employee hiring freeze. "It’s a serious issue for us," said Fred Cerise, who as vice president for the LSU System’s health care and medical education is over the state’s charity hospitals. LSU hospitals today have 456 vacancies, Cerise said Wednesday. Commissioner of Higher Education Joseph Savoie, who oversees the state’s vo-tech schools, colleges and universities, complained to Jindal’s money manager about the hiring freeze the governor issued last week. "It is somewhat ironic that now that funding is available, we may still be restricted in our ability to use those resources in securing the personnel so vital to our mission," Savoie wrote.
